Importers of consumer products subject to U.S. Consumer Product Safety Commission regulations must now electronically submit required compliance certificate information before those products enter U.S. commerce, according to a recent notice.

The mandatory eFiling program is now in effect and applies to importers of covered consumer products. CPSC has emphasized that the program does not create new testing, certification, or compliance obligations. Instead, importers must electronically transmit compliance certificate information they are already required by law to maintain and provide.
CPSC said the eFiling system is designed to improve the agency’s ability to identify and target high-risk imported products while reducing unnecessary inspections and delays for compliant importers.
“The eFiling requirement changes how importers provide compliance certificate information to CPSC, and companies should make sure they understand how the process applies to their products,” said Scott Schloegel, the Motorcycle Industry Council’s Senior Vice President of Government Relations. “We encourage affected companies to review the agency’s guidance carefully and consult their own counsel regarding their specific obligations.”
Requirements for consumer products imported into Foreign Trade Zones and subsequently entered for consumption or warehousing will become mandatory January 8, 2027.
