A bill that could effectively ban the sale of new youth off-highway vehicles in California moved forward last week without critical amendments.

(July 23, 2025) – A bill that could effectively ban the sale of new youth off-highway vehicles in California moved forward last week without critical amendments. The MIC is urging industry members, families, enthusiasts, and dealers to speak out before it’s too late.

Senate Bill 682 passed the Assembly Environmental Safety and Toxic Materials Committee without language to exempt youth-model OHVs from California’s proposed ban on perfluoroalkyl and polyfluoroalkyl substances (PFAS) in juvenile products. The bill now heads to the Assembly Appropriations Committee.

If SB-682 becomes law without changes, it could make it illegal to sell new youth OHVs in California – even though these vehicles use PFAS only in a handful of external components, such as valve stems, fuel hoses, and wiring harnesses, and are considered a currently unavoidable use.

Removing youth-specific models from the market could push children toward riding larger, more powerful adult-sized machines. It would also have a major impact on the state’s powersports economy, which generates $4 billion annually in California.

The MIC continues to fight for a youth OHV exemption, but lawmakers need to hear from the powersports community.

“This bill is moving quickly, and without strong pushback from the powersports community, we risk losing access to youth-model vehicles in California,” said Scott Schloegel, MIC Senior Vice President of Government Relations. “We need everyone who cares about youth riding and safety to contact lawmakers now and ask for a clear exemption.”
